English Local Authorities Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a latest survey of local authorities, UK councils are planning to offload social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils for major urban areas in the UK reported that six out of ten of councils are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Councils have previously come under fire for selling public land and land to support their finances, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

The group said that a high proportion of authorities attempting to generate funds from a fire sale of holdings represented “a clear change from 2024, when the largest share (six in ten) of local leaders said they would focus on restructuring services and utilising financial reserves to weather growing financial challenges.”

Detailed Examples of Proposed Sales

One local authority in southeast England announced its asset disposal plan featured the disposal of a retail complex in Rainham and a community venue in Rochester to generate £20m over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all provide rental income for Medway council, will also be disposed of under the strategy.

Local Levy Increases and Broader Fiscal Pressures

The survey of councils in the coalition, which covers several urban centers, also found that more than 70% of authorities will have to increase local levies next April to address the growing cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

The authority explained it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but certain measures require time to achieve both improved services and financial savings,” said a council leader.

He added: “We face demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

Research of regional authorities recently also found council budgets being strained by the increasing figures of young people and adults requiring special educational assistance.

The County Councils Network projected that local shortfalls will reach £4.4bn a year by 2029, as they grapple to manage increased demand.

Government officials have put off scheduled changes to the Send system until the coming year after a white paper setting out those changes was recently delayed.

Disadvantage and Funding Gaps

Based on the most recent deprivation measures (IMD) for English councils, several participating urban areas were among the most deprived in England.

  • “Member cities like several major towns rank in the top 30 nationally under the latest deprivation indices,” noted the report.

“Although only one key city is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The data underscores the extent of challenges confronting municipal officials across key cities in the coming year,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a fair and sustainable financial structure that reflects and responds to the actual extent of deprivation and need,” stated a council leader.

“Lacking this, local authorities will continue to face impossible choices around which essential services to fund, and which to reduce, to the disadvantage of their communities.”

A fifth of councils have cut or compromised care services in the last year, the study found.
